Special and Rare Loot Item Scalars

The chance for Special and Rare loot to occur for various loot systems will be based on the Gold Baseline determined, but then further increased by an Item Scalar unique to each specific system

Normal Creatures	1x Item Scalar (no adjustment)
Dungeon Chest	2x Item Scalar
Ship Hold	2x Item Scalar
MIB Salvage Crate	3x Item Scalar
Black Goods	3x Item Scalar
Treasure Map Chest	4x Item Scalar
Bosses	5x Item Scalar
Trade Caravan	5x Item Scalar
