There are multiple sources of swing speed increase:

Delectable Food gives a swing speed increase of 5% + 10% * (Highest Skill / 100). Highest skill refers to the highest skill between Taste ID or Cooking

Fencing - Aggressive (stance) provides a bonus of 2.5% per rank. At rank 7 aggressive stance provides 17.5% swing speed increase.
Fencing - Flurry (finisher) provides 20% swing speed increase for 30 seconds.
Fencing - Swiftstrikes (ability) provides 5% swing speed increase per hit for 15 seconds, with a max of 25%.
Wrestling - Brawl (ability) provides 4% swing speed per hit for 15 seconds, with a max of 20%
Frenzy runes provide 7.5% swing speed increase
